Was doing a CIRR search on Reddit and missed this, but there are some false information and I want to set the record straight. Only using primary sources in this comment:

Each program can use their own auditor and CIRR doesn't require reports to be audited before being published

So reports there seem to be audited after the fact and are in fact self-reported. However they are audited after the fact and some programs probably audit the before releasing as well, but I'm just saying what the spec says.
