It can be either, I wouldn't overthink it. It's usually a recruiters personal preference. I do agree with others that if it's an offer they will set a positive tone.
e.g.
"I have collected some amazing feedback from the team want want to chat about it"
"Can you hop on a call to talk about next steps?"
